این قطعنامه از سوی مجمع عمومی سازمان ملل در ارتباط با وضعيت حقوق بشر در جمهورى اسلامى ايران در ۲۴ فوریه ۲۰۰۹ صادر شد. اين قطعنامه در کمیته سوم در شصت و سومین جلسه مجمع عمومی در نوامبر ۲۰۰۸ با ــ رای موافق، ــ رای مخالف و ــ رای ممتنع تصويب شد. 63/191. The General Assembly,
Guided by the Charter of the United Nations, as well as the Universal Declaration of Human Rights,1 the International Covenants on Human Rights2 and other international human rights instruments,
Recalling its previous resolutions on the situation of human rights in the Islamic Republic of Iran, the most recent of which is resolution 62/168 of 18 December 2007,
